homes and businesses to install solar and energy saving products, thus reducing: pollution, dependence on new energy plants, and for the best, CREATE JOBS. (that is, if the energy products like solar and wind are actually produced by Americans). Use millions to tell the public the climate is going to pot, or spend the same amount and give tax credits to reduce pollution. which is the better choice?

Both are a waste of government money. We can’t solve climate change without China and India’s complete compliance.
We can’t produce negative emissions to make up for developing nations noncompliance.
To clarify, there is a prevailing notion in India and China that climate change is trumped up to slow down their development, because the western powers fear their growth. They have no intention of complying.
